Add pipeline tag and sample usage for Sketch Decoder

This PR enhances the model card by:

Adding the pipeline_tag: image-to-image to accurately reflect the function of the Sketch Decoder. This will make the model discoverable under the "Image to Image" pipeline.
Adding a sample usage section with a command from the GitHub README for running the Sketch Decoder demo, improving user onboarding.
